Job Description

The Procurement Specialist of the Global Fund Program Coordination Team (PCT) of the Ministry of Health (the “Group”) is responsible for organizing all procurement processes carried out within the framework of grant programs funded by the Global Fund.

 Job Responsibilities: The job responsibilities include, but are not limited to, the following: 

  • Develop the annual procurement plan within the framework of the Program;
  • Based on requisitions received from Sub-recipients, coordinate the development of technical specifications in accordance with the legislation of the Republic of Armenia regulating the field of public procurement, with the purpose of developing tender packages for medical and other goods to be procured;
  • Ensure that the technical specifications of goods, works, and services to be procured within the framework of the Program comply with the legislation of the Republic of Armenia;
  • Ensure the implementation of procurements planned for the Program in accordance with the available financial resources and schedule, and within the timelines of Program implementation;
  • Perform the duties of the procurement process secretary as prescribed by the legislation of the Republic of Armenia;
  • Ensure the proper maintenance and archiving of documents related to the entire procurement process; provide information in response to inquiries received in connection with procurement processes organized by the Group;
  • Review the quarterly reports of Sub-recipients with respect to fixed assets, ensuring that fixed asset lists are updated;
  • After the end of the calendar year and finalization of fixed assets, coordinate the annual inventory and periodic verification processes of fixed assets;
  • Participate in annual audit activities by providing the necessary procurement-related information and preparing consolidated lists and calculations of fixed assets;
  • Conduct periodic reconciliations regarding the medical goods and medicines available at Sub-recipients, the quantities of stock in warehouses, and equipment replenishment, ensuring that they are continuously supplied with sufficient stock (prior to approval, ensuring that all orders correspond to the funds allocated for the respective purpose in the budget);
  • Prepare orders and manage and report on the entire procurement process for the direct procurement of medicines, medical goods, and equipment required within the framework of the Program;
  • On a quarterly basis, submit a price-quality report on goods imported through the direct procurement mechanism via the electronic platform, with the purpose of obtaining a comparative analysis of pricing policies in the global market;
  • Perform other functions assigned by the Head of the Group.

 

REQUIRED QUALIFICATIONS

  • Bachelor’s/Master’s degree in Economics, Finance, or Business Administration;
  • Excellent written and verbal communication skills in Armenian, English, and Russian;
  • At least 5 years of work experience in the procurement of goods and services;
  • Procurement Specialist qualification;
  • Good knowledge of the procurement legislation, procedures, and requirements of the Republic of Armenia;
  • Strong written and verbal communication and negotiation skills;
  • Strategic thinking, organizational, planning, and prioritization skills;
  • Ability to work both independently and as part of a team;
  • Professional communication skills to ensure effective cooperation among group members, stakeholders, and partner organizations;
  • Effective time-management skills to handle multiple tasks simultaneously and meet established deadlines;
  • Good knowledge of MS Office, with excellent proficiency in Excel;
  • Experience in using international procurement platforms will be considered an advantage.
